Implementation of Performance and Financing Agreement
Maintaining and modernizing the existing infrastructure is the core business of every infrastructure operator. Accordingly, DB InfraGO covers the bulk of the capital expenditures using funds from the Performance and Financing Agreement (Leistungs- und Finanzierungsvereinbarung, LuFV), the third edition of which (LuFV III) has covered the majority of the financing of the existing network since 2020. With the adoption of the third supplement to LuFV III, the Federal Government allocated additional funds to the existing network and, in particular, significantly increased and expanded the available funding for maintenance. Additional focal areas included making progress with corridor modernizations (high-performance corridor program) and the modernization of passenger stations. In 2026, the Federal Government and DB Group intend to reach an agreement on a new contractual framework for infrastructure financing with the aim of replacing LuFV III as early as January 1, 2027, that is before its actual end date. The common goal of the Federal Government and DB Group is to establish a simplified, sustainable and needs-based financial architecture for the future. This is also intended to provide the Federal Ministry of Transport (BMV) with an effective set of management tools for implementing its transport policy goals.
